Awarding Program of Quality Certification and Deepen Application of Government Open Data

1.Preface

In view of the various agencies to promote the concept of open data gradually mature, in order to strengthen and perpetuate the development of government open data, improve the quality and enhance the value-added application benefits, a quality certification and public participation mechanism are established for encouraging agencies to optimize the operation of open data. By means of quality certification and public participation, agencies can provide high-quality and highly-usability datasets and advance the administration with data, to boost incentives and enhance the effectiveness of public affairs.

2.Awarding Program

(1) Candidates

In order to encourage agencies to release data on the Government Open Data Platform, the candidates are central and local government that releasing data on the Platform.

(2) Awarding Categories and Method

A. Establish the Quality Certification Standard of Government Open Data

In order to encourage agencies to improve the data quality, provide the data with accuracy, usability, and structure, a machine testing is carried out on all datasets on Government Open Date Platform, and each dataset is awarded with gold, silver, or bronze mark from Quality Certification based on its integrity.

B. Assessment for Golden Quality Award of Open Data

Central and local government agencies are both divided into 2 groups according to the total number of datasets they’re responsible for. In addition to Quality Certification, a Progressive Quality Award is designed to encourage agencies to gradually elevate data quality. The assessment method is described in Table 1.

Total Score of Gold Quality Award

[(number of dataset with Bronze Quality*0.3+number of dataset with Silver Quality*0.6+number of dataset with Gold Quality*1)/ total number of datasets that it’s responsible for*100]+Bonus.

APIs of Datasets can receive additional 0.1 points when they are qualified for the Open API Specification (OAS) and added up to 5 points. Bonus points are valid only if that proposed by each agencies and confirmed by National Development Council (NDC).

Grouping

Central and local government agencies are both divided into 2 groups according to the total number of datasets that they’re responsible for. NDC defines the criteria base on the promotion of government open data each year.

For agencies that resealing more datasets than criteria, which are divided to Group A; and for agencies that resealing less datasets than criteria, which are divided to Group B.

Progressive Quality Award

Agencies that receive 5 more points than previous assessment on Gold Qualification which will be rewarded the Quality Progressive Award, except for those are already rewarded the Golden Quality Award this year.

 

C. Assessment for Best Application of Open Data

Agencies are encouraged to elevate the data application and analysis capabilities, to enhance the government decision quality through open data and create benchmark application cases for government-public collaboration.

Applications that recommended by agencies should be descried with the problems solving, accessing dataset, reason for recommendation, qualitative or quantitative benefits and etc. An online public voting for the Best Application should be held for encouraging agencies to exert the possibilities of bringing data to administration.

D. Assessment for Best Popularity Award of Open Data

Agencies are encouraged to release data with high-quality and meets publics’ needs, to enhance transparency governace and drive the development of data economy.

Only dataset that are released on Government Open Data Platform for 1 year, passed machine test, and received Golden Quality, can be the candidates, to encourage agencies to release data with high-quality and meets publics’ needs.

  (5) Assessment Procedure

A. Golden Quality Award of Open Data

For central and local government agencies that release data on Government Open Data Platform, NDC carries out the quality inspection and bring out the certification result of each dataset.

B. Best Application Award of Open Data

Agencies fill up and submit it to NDC within specific period. Application will be rejected after deadline. The awards share 20% from the public voting, which will be held publicly on Government Open Data Platform. Another 80% is from judges’ scoring, candidates should exhibit outcome and benefits of application through presentation and demonstration.

The judges of Best Application of Open Data consist of academic researchers, data community and enterprise representation that invited by NDC.

C. Best Popularity Award of Open Data

Only dataset that released on Government Open Data Platform for 1 year, passed machine test, and received Golden Quality can be the candidates, but excludes datasets that already awarded in last 3 years.
