The organization aims to implement major policies such as the administrative restructuring and conscription system, strengthen operational functions, expand the service care scope, and assist the vulnerable groups in society. It combines the main focus of "education, employment, medical care, care, and service care" and formulates the following policy goals according to the medium-term administrative plan and approved budget to implement the aforementioned major policies of the Executive Yuan and the focus of the organization, fulfill the responsibility of the administrative team, improve the veteran (dependent) care system, and do a good job in veteran (dependent) service care:(1) Improve the quality of manpower for retired and discharged military personnel, enhance vocational and professional training, and promote multiple employment opportunities.(2) Establish a comprehensive long-term care service network, provide appropriate services for vulnerable retired and discharged military personnel, and realize the concept of social fairness and justice.(3) Continuously update the facilities of care institutions, create an age-friendly and healthy environment, and achieve the goal of regional resource sharing.(4) Integrate local social welfare resources, strive for the reasonable rights and interests of retired and discharged military personnel, and deepen the concept of serving the people.(5) Integrate veteran medical resources, improve the quality of regional healthcare, and improve the healthcare system.(6) Enhance financial management capabilities and improve administrative efficiency.(7) Coordinate with organizational development, allocate positions reasonably, and strengthen organizational learning.(8) Implement government internal control mechanisms.(9) Enhance research and development capabilities.(10) Improve the efficiency of assets and properly allocate government resources.(11) Enhance the quality of human resources and management efficiency.
