[Application Workshop] Achievements from the Ministry of Culture

The Ministry of Culture (MOC) is the highest competent authority in charge of cultural affairs in Taiwan, and is responsible for the cultural revitalization, art development, and the promotion and counseling of various industries such as publishing, radio, film and television. Since its promotion in 2012, the MOC has been committed to the mission of “cultivating and enhancing cultural strength and promoting cultural participation”, aiming to: 1. Rebuild cultural governance and construct a support system for artistic freedom; 2. Preserve the historical memories of the land and its people; 3. Empower communities and advocate regional cultures; 4. Improve culture-driven economic development; and 5. Ushering in a new chapter of cultural development.

 

As the main unit of cultural affairs in Taiwan, the MOC has rich cultural data. The way to apply these data and using creative ideas to capture the value of these cultural data have always been the goal of the MOC. Coinciding with the launch of data application workshop this year, the Department of Cultural Resources of the MOC communicated with the National Development Council (NDC) as well as the Data Application Workshop Executive Team and hoped to explore the possibility of data application through the cross-discipline cooperation in the data application workshop.

 

The MOC and the executive team of the NDC started the discussion of cooperation on 28th March, 2018. After five meetings including cooperation intentions, goal planning, project initiation meeting, and implementation discussion, the data of "Taiwan Story Island" website (https://storytaiwan.tw/) will finally be used as a target of possible examples for future data application. This joint implementation uses the story summary and text draft of Taiwan Story Island to conduct text mining, word segmentation analysis, and produce a conceptual verification of the story map based on the place names of the abstracts and the transcript. The final result includes the establishment of the thesaurus for the segmentation of words and the conceptual verification of the story map for internal use, which serves as the direction for the subsequent establishment of the relevant database of the MOC.

 

Overall, the results of this cooperation have the following experiences and future recommendations: First of all, text mining helps other culturally relevant textual analysis. With word segmentation analysis and the combination of professional knowledge, it is helpful for building the cultural knowledge database and keyword database. Secondly, the application of text mining on cultural data can effectively find out the cultural context and establish more meaningful cultural links. Finally, the most important challenge in this implementation is the link of the location such as the precise location of the aboriginal people, which requires additional entities and literature research in order to be more accurate. These valuable gains are of great significance to the MOC in the future to grasp the intrinsic value of self-owned cultural data and to promote the multi-application of cultural data.
