The Archives Act establishes the legislative intent to promote the openness and utilization of archives, and to fulfill their functions. The Act stipulates that government archives of permanent value should be transferred to the management of the central authority, and that private or group-owned documents or data with permanent value may be donated, entrusted for safekeeping, or acquired by the central authority. Additionally, it is specified that state archives should be made available for use within 30 years. The National Development Council's Archives Administration Office is responsible for the overall planning and promotion of the collection, transfer, organization, preservation, open use, and facility planning of national archives, as well as coordinating the acceptance of donations, entrusted safekeeping, and acquisition of private or group-owned documents or data. In order to construct the diverse collection characteristics of national archives, a systematic and planned approach is taken to gradually collect national archives, as evidenced by the National Archives Collection Plan for the years 2010-2015, which includes the overall framework, selection principles and criteria, collection results, selection and transfer strategies and operation schedules, serving as comprehensive guidelines and operational criteria for national archive collection.
