Chiayi City has set up the East and West Social Welfare Service Centers to construct a service model that focuses on "family-centered, community-based" services, intervening early in the case of vulnerable families at risk due to life transitions or family events, assessing their family functioning and needs, and providing integrated services through service or referral resources and network units to strengthen family functioning.
