Through three levels, fifteen briefing sessions on four towns and five islands, and two Matsu sustainable development seminars, this plan has gathered ten major consensuses, including connecting, linking, and linking the world; creating social value beyond the economy; and cultural governance. In Matsu, "sustainable ocean resilient island" should be its core value; in addition, it should be based on talents, economy, conservation, and culture. From the perspective of environment and other aspects, Matsu's core value of "island creation" is constructed to create a "healthy island.
