The outsourcing research proposal for the upgrade of the shipping industry is in line with the Ministry of Transportation's transportation policy white paper vision, as well as the recommendations and development suggestions proposed by the Maritime Commercial Association of Taipei and other maritime industry associations and senior industry executives. By drawing on the development experience of leading maritime countries and referring to industry policy recommendations, an action plan for upgrading the shipping industry in Taiwan is proposed, focusing on the four major directions of "green transformation," "smart innovation," "talent cultivation," and "establishing an industry ecosystem."
