Due to the long-term policy development, the public has developed deep negative emotions towards drug use, which intensifies the difficulty of changing the system. This article uses the change in social atmosphere before and after the legalization of same-sex marriage as an example to demonstrate that if political workers are willing to actively promote institutional reform, the modified system has the potential to influence public opinion and further promote the change of related institutions.
