Marine Management Legal System Legislative Research
My country has established the "Coastal Zone Management Act," but the management scope of the "coastal waters" only covers waters within 3 nautical miles or with a depth of 30 meters. Although the "National Land Planning Act" includes functional zoning of "marine resource areas," the current "National Land Plan" is still a principle-based regulation. Therefore, the existing laws do not fully regulate the 3 to 12 nautical mile sea areas. For example, the multiple objectives of shipping routes, ecological conservation, and offshore wind farms all face a lack of comprehensive planning and incomplete regulations. Therefore, this study aims to improve the legal system for the management of multiple uses of the sea in our country, which can establish a new order of using the blue land.
