The risk and impact of marine debris on marine ecological environment, maritime navigation safety and marine resources development are increasingly severe. In recent years, international organizations have actively advocated for countries worldwide to initiate new policies to manage waste and collectively address the problems caused by marine litter. Given that marine debris is affected by rainfall, river runoff, marine and atmospheric dynamic effects, and enters the marine system and drifts, the issue of marine debris is often not one that can be successfully managed by a single administrative region or even a single country. This is because both tracking and tracing the source and cleaning up of waste are more complex and difficult than onshore issues.
