In 2020, following the "Respect the Mountains" initiative, the Executive Yuan launched the "Respect the Sea" policy, which aims to include the principles of "openness," "transparency," "service," "education," and "responsibility." It encourages people to "clean the sea," "learn about the sea," "be close to the sea," and "engage with the sea," facing the ocean and learning from it. However, "safety" is a key issue for many stakeholders and interest groups under this initiative. In order to help the public better understand the relationship between ocean observation data and planned activities, as well as the associated safety risks, and to improve the recreational experience, this project aims to integrate expertise in marine recreational activities and nearshore hydrodynamics through interdisciplinary cooperation. Using expert surveys, the project aims to classify the abilities of ocean sports enthusiasts (such as beginners, intermediate, and expert level), and analyze the suitable marine environments and climate conditions for users at each level, allowing people to safely and confidently enjoy water recreational activities.
