The biggest difference between maritime search and rescue and disaster relief on land lies in the fact that those lost at sea are easily drifted by ocean currents and winds. In rough sea conditions, it becomes even more difficult for rescue teams to reach the scene. Modern maritime search and rescue theory is based on the International Aeronautical and Maritime Search and Rescue Manual (IAMSAR) developed by the International Maritime Organization (IMO) and the International Civil Aviation Organization (ICAO). This handbook uses ocean surface wind and current data as a basis for power, factors in the wind pressure difference for different search targets, and incorporates uncertainty using the Monte Carlo method to determine drift direction, position, and search area. Therefore, the credibility/reliability of ocean surface wind or current data and the suitability of wind pressure difference parameters are the key factors affecting search and rescue efficiency.
