Ocean waste is defined by the United Nations as "any persistent, manufactured, or processed solid that has been deliberately disposed of or abandoned into coastal or marine environments," with particular emphasis on the deep and lasting impact of slowly decomposing plastic waste once it enters the environment. The management of ocean waste prioritizes source control and reduction to minimize waste entering the oceans, while the establishment of smooth disposal channels is essential for the end-of-life handling. To address the increasingly severe ocean waste pollution problem, in July 2017, the Environmental Protection Administration (now the Ministry of the Environment) and environmental NGOs jointly established the "Taiwan Ocean Waste Management Platform." Following intense information exchange and extensive discussions, all parties recognized the complex nature of ocean waste and the limitations of individual agencies or organizations. They keenly felt the need to swiftly activate work on various fronts, leading to the collaborative development of the "Taiwan Ocean Waste Management Action Plan."
