Promotion strategy for marine pollution prevention policies and regulatory review consultation and support operations
The project is based on the recommendations of the previous phase and the opinions of multiple inter-ministerial discussions, and proposes amendments to the "Marine Pollution Control Act", including (1) definitions, (2) regular publication of the national marine pollution control white paper, (3) management of port water quality monitoring, (4) responsibilities for handling various types of marine oil pollution, (5) collection of marine pollution control fees and establishment of a marine pollution control fund, (6) responsibilities for clearing land-based waste, (7) plans for marine facilities and decommissioning, (8) land-based pollution, (9) prevention of pollution from waste disposal at sea, (10) prevention of maritime pollution, (11) liability and relief, (12) increased criminal penalties, maximum fines, (13) allocation of fines for reporting rewards, (14) raising the upper limit of administrative fines, (15) provision for recovery of illegal gains, and (16) international aspects of this Act may refer to international conventions, etc.
