Strengthen the capabilities for organizing, calling up, training, managing, and coordinating the work of reserve male citizens, enhance the cohesion and centripetal force of the reserve male citizen team, and improve the coordination of various tasks related to organizing and calling up reserve male citizens. Implement the organization and calling up of service of substitute service reserve male citizens, complete the substitute service system, strengthen cooperation and coordination between the central and local governments, and jointly improve military service-related work.
