According to the "Mass Rapid Transit System Construction and Peripheral Land Development Plan Application and Review Guidelines" revised and published by the Ministry of Transportation in 2018, local authorities must first complete urban development planning and comprehensive transportation planning procedures before conducting feasibility studies for the construction of the MRT system. A comprehensive MRT system network evaluation plan report should be submitted to the Ministry of Transportation for review. In order to provide a basis for local governments to carry out comprehensive MRT network planning and conduct comprehensive assessment, this project compiles a reference manual suitable for the national conditions for MRT network planning and design through literature and case review and discussion, summarizing the operation process and evaluation criteria for MRT network planning, to facilitate the subsequent promotion and review of MRT projects.
