The agency is formulating a highway public transportation plan in accordance with the instructions of the Ministry of Transportation and Communications, and applying to the Executive Yuan for project funding to increase the financial resources for the development of highway public transportation by the Ministry of Transportation and Communications and county and city governments. Over the course of three phases of implementation, it has successfully reversed the previous trend of continuous decline in highway public transportation passenger volume, achieving a growth of 20.3% from 2009 to 2018, reaching a new high in transport volume in recent years, bringing the passenger market back to its prosperous state in 1996. However, in 2019, there was a slight decline in highway public transportation passenger volume, decreasing by 0.22%. This study aims to clarify the possible reasons for the decline in transport volume through relevant analysis.
