Flood potential maps are designed to simulate the possible flooding scenarios under normal operation of flood control facilities based on designed rainfall scenarios, specific hydrological and geomorphological conditions, and hydraulic model calculations. The content of flood potential maps includes design rainfall scenarios depicted through rainfall intensity-duration-frequency (IDF) curves, different flood depth levels represented by different colors, and usage restrictions. Flood potential maps are produced in advance to grasp disaster risks, and currently cannot simulate the rainfall process and flooding situation of future typhoon and flood events. Therefore, they are produced based on the results of hydrological analysis and set different rainfall amounts and rainfall processes, and are only used for pre-disaster flood prevention and preparedness. The production of flood potential maps needs to consider many variables and assumptions, and the spatiotemporal resolution and complexity have a significant impact on the output results, making the results uncertain. According to the regulations on the disclosure of flood potential data, flood potential maps are only for the use of disaster prevention-related businesses and may not be cited as the basis for land use control or land development restrictions. According to the Disaster Prevention and Rescue Act, flood potential map data should be updated once every 5 years, so the effective period is considered to be 5 years. The spatial restriction of flood potential map data is based on the scope of each update of the flood potential map, and the areas within the scope are annotated as flood potential map areas. Flood potential maps can be used by local governments as a reference for disaster prevention and rescue planning, and further value-added as town-level disaster prevention maps to provide important information for disaster prevention and reduction. In addition, they also provide related disaster prevention and rescue information systems and application services for the integration and application of disaster prevention and rescue business.
