1. The reasons for promoting the improvement of traditional market operation management: Traditional markets were the commercial hub of early local activities in Taiwan, and can be said to be the "economy of the common people." Many traditional markets were built during the Japanese colonial era and are now old. Additionally, the average age of vendors is high, making it difficult to attract younger customers. In recent years, modern supermarkets have emerged, greatly impacting traditional market businesses. In consideration of the common people's economy, the government has the necessary duty to develop a plan to transform the shopping environment in traditional markets and make it easier for vendors to do business. 2. Content of the initiative: In terms of hardware facilities, a budget of 3 billion NT dollars was allocated to carry out the "Traditional Retail Market Renovation and Improvement Plan," which assisted local governments in improving public market hardware facilities in 2009 and 2010, completing a total of 500 improvement projects across 25 counties and cities nationwide. For this city, a budget of 9.5 million NT dollars in 2015 and 40 million NT dollars in 2016 was allocated to improve hardware facilities in 12 public markets. In terms of soft operation management: The "Improved Traditional Market Operation Management - Market Branding and Competitiveness Enhancement Plan" (years 2016-2018) is a medium to long-term plan that aims to continually invest human resources and funding to guide and strengthen traditional market vendors, to establish new business concepts, and to help traditional markets find their own unique characteristics and new positioning. The "Market Certification Mechanism" has been implemented to provide guidance and strengthen various aspects such as environmental hygiene, autonomy, unique business, and customer management. This year, the following certifications were granted: Brand Market, Excellent Market, and Happy Market Stalls, with a total of 88 markets and 798 stalls nationwide passing the certifications. These exemplary cases will be further promoted in traditional markets nationwide.
