Since August 1988, the Ministry of Economic Affairs has gradually opened up the import of goods from mainland China, expanding from agricultural and industrial raw materials to products in labor-intensive industries (e.g. components, semi-finished products, and finished products) to diversify the raw material sources for downstream and midstream industries, making the products more internationally competitive. However, considering that some goods may pose a threat to national security and have adverse effects on domestic related industries, the regulations stipulate the conditional importation (partial opening) of goods with the designated codes "MXX" and "NXX" as "Special Codes for the Import of Mainland Goods," for importers (including the general public), customs brokers, government agencies, and public enterprises to understand that in addition to complying with general import regulations, they must also meet special code requirements for importation. This dataset includes fields such as "Special Code," "Chinese Explanation of Regulations," and "English Explanation of Regulations."
