The Air Pollution Control Act stipulates in Article 5: "The central competent authority shall delineate and announce control zones at various levels in special municipalities, counties (cities) based on the demand for air quality or the air quality condition according to the land use." In addition, Article 7 of the same Act states: "The competent authority of special municipalities, counties (cities) shall formulate and announce air pollution control plans in accordance with the preceding article, and shall review, revise, and improve them every two years for approval by the central competent authority." The Environmental Protection Administration conducts a biennial review and revision of air pollution control zones in accordance with the above-mentioned regulations.
