The river alert water level is determined by the competent authority in accordance with Article 74 of the Water Act. The level of defense or the date of defense shall be determined by taking into account the water conditions in previous years. The "level of defense" referred to in paragraph 1 of Article 74 of this Act means the graded alert level announced by the competent authority. Each river's alert water level is established and announced by the respective competent authority. Therefore, according to Article 52 of the Detailed Rules for the Implementation of the Water Act, the alert water level is divided into three levels, and the warning time for each level should be determined separately. Specifically, for Level 1, the local government should issue warnings or instructions to evacuate in accordance with Article 24 of the Disaster Prevention and Rescue Act and provide adequate time for relocation, generally within 2 hours. For Level 2, the local government should mobilize and prepare necessary personnel, equipment, and materials, generally within 5 hours. For Level 3, the local government should evacuate people, vehicles, equipment, belongings, etc., from the river area and close the entrances and exits of the river area, generally within 2 hours.
