"The water pipe installation contractor" refers to a company or business that undertakes the construction of water supply, water transmission, water distribution pipelines, and water supply equipment for water users. It is required to apply for a "business license" from the competent authority of the location before starting operation, divided into Class A, Class B, and Class C, with differences in qualifications, scope of project undertakings, and the number of employees required. "Water pipe installation technicians" refer to technicians employed by water pipe installation contractors to work on the construction of water supply, water transmission, water distribution pipelines, and water supply equipment for water users. The examination method for water pipe installation technicians is set forth in Article 93, Paragraph 2, of the Water Supply Act, and is conducted by the central competent authority or its commissioned agency(ies). Since the examination scope is the same as that stipulated by the "Grade C Technician Skills Examination for Water Supply and Pipe Fitting" set by the Directorate General of Personnel Administration of the Executive Yuan, the examination is administered by the Labor Affairs Committee, and those who pass the exam can obtain both the Grade C Water Supply and Pipe Fitting Technician Certificate and the Qualified Water Pipe Installation Technician Examination Certificate (one exam, two certificates). Before 2005, the certification examination and issuance were separately conducted by the Central Regional Office, the Taipei City Government, and the Kaohsiung City Government. Since January 2005, it has been uniformly handled by the Water Resources Agency, Ministry of Economic Affairs. The data set includes: "Record number, year, gender, age range, county/city name, employment category (technician or technical staff), number of employees". The age range is represented by codes 1 to 7, representing "1 for under 20 years old, 2 for 21-30 years old, 3 for 31-40 years old, 4 for 41-50 years old, 5 for 51-60 years old, 6 for 61-70 years old, 7 for 71 years old and above".
