The East Rift Valley area, facing the Pacific Ocean to the east and leaning against the Central Mountain Range to the west, boasts beautiful scenery, but is relatively inconvenient in terms of transportation. Based on the "Eastern Sustainable Development Master Plan" and "National Spatial Development Strategy Plan" approved by the Executive Yuan, this department has formulated two major policy directions for external transportation "railways as the main trunk, supplemented by highways" and internal transportation "linear main roads, with railways as the main mode; comprehensive services, with highways as the main mode," and has undertaken various policy measures accordingly.
