Provide agricultural products with special defense measures basis quantity table Note 1: Basic quantity average import quantity of the previous 3 years * base rate recent year's consumption change amount Note 2: According to Article 5 of the Agricultural Agreement, the basic quantity is 1.25 times the average import quantity of the previous 3 years, regardless of whether domestic consumption is considered, and regardless of whether domestic consumption is considered or not. The basic quantity should not be less than 1.05 times the average import quantity of the previous 3 years. Therefore, products such as rice, Oriental pears, betel nuts, and pomelos are adjusted according to the principle that the basic quantity should not be less than 1.05 times the average import quantity of the previous 3 years. Peanut, garlic, other chicken pieces, fresh milk, other liquid milk, poultry offal, red beans, dried shiitake mushrooms, persimmons, and dried enokitake are calculated without considering domestic consumption factors. Note 3: The basic quantity of peanuts is calculated based on unshelled peanuts. The import of shelled peanuts, peanut flour, fine granules, and peanut oil should be converted into unshelled peanuts to calculate the cumulative import quantity, and the proportion of the above-mentioned products converted into unshelled peanuts shall be handled according to the conversion ratio prescribed in Appendix 3 to Chapter 98 of the Customs Import Tariff.
