Government revenue, expenditure surplus, and financing at all levels
Consolidate the total government revenue and expenditure from central, local, and other levels of government accounting or financial reports, and deduct the duplicated government transfers and expenditures to obtain the net government revenue and expenditure at all levels. The difference between the revenue and expenditure is called the surplus or deficit. A positive number is a surplus, and a negative number is a deficit.
