To assist in the layout of frequency resources, it is necessary to understand the frequency resource management framework of international organizations and various national regulatory agencies, frequency allocation methods, analysis of international spectrum application issues and trends, and research and planning of future spectrum usage. This study investigates the frequency resource management frameworks of major countries and regions (including the United States, United Kingdom, Japan, Germany, France, European Union, South Korea, Singapore, Hong Kong, Australia, and mainland China), including application qualifications, application documents, review criteria, post-allocation obligations, and recovery methods, and collects policy adjustments of various governments in response to resolutions such as WRC-23. This study also conducts research on frequency allocation methods, trends in international spectrum application issues, and future spectrum usage planning, supplemented by seminars to collect opinions from industry, government, academia, and research circles. Based on the comprehensive research results, feasible recommendations are proposed in response to the national situation, to provide reference for our country's frequency resource management policies and improve the regulation of communication supervision system.
