The Executive Yuan passed the "Smart Grid Overall Planning Program" in August 2012 to promote the construction and development of smart grids in Taiwan. The program defines smart grids as "integrative power networks with intelligence in power generation, transmission, distribution, and user interfaces through information, communication, and automation technologies, emphasizing automation, safety, and close coordination between users and suppliers to enhance power system operation efficiency, power supply quality, grid reliability, and promote the policy objectives of expanding renewable energy applications and energy conservation and carbon reduction."The scope of the smart grid industry is diverse. According to Taiwan's classification, it includes sub-industries such as smart metering systems, energy management systems, advanced distribution automation systems, microgrid systems, smart transmission systems, energy storage systems, and intelligent electric vehicle charging systems. The smart grid is an emerging industry with a growing and changing industrial landscape. The industrial data set contains information on domestic companies and products involved in this industry. In line with the government's promotion of open data measures, the Industrial Development Bureau of the Ministry of Economic Affairs has opened up data on the "Smart Grid Industry" for wide use by all sectors.
