Rural organizations and groups in local communities should develop rural regeneration plans based on the needs of the community residents within the scope of the rural community. After mutual discussion, a rural regeneration plan should be formulated, and a legally registered single organization or group (hereinafter referred to as the community organization representative) should be recommended to report the rural regeneration plan to the competent authority of a municipality or county (city) for approval. Prior to the approval of the rural regeneration plan, if there are objections to the community organization representative in the preceding paragraph, or if two or more rural regeneration plans are proposed for the same rural community, the competent authority of the municipality, county (city) should assist in integrating or determining it by a majority decision of the rural community residents. The first rural regeneration plan should include overall environmental improvement of the rural community, construction of public facilities, renovation of individual homesteads, revitalization of industries, preservation and utilization of culture, ecological conservation, land zoning plans, and conceptualization of public facility configurations, follow-up management and maintenance, and financial plans; and may propose distinctive development projects. The Rural Regeneration Act: To promote sustainable development and revitalization of rural areas, improve basic production conditions, preserve rural ecology and culture, enhance quality of life, and construct beautiful and prosperous new rural communities, this decree is specially formulated. 1. The competent authority referred to in this decree means the Council of Agriculture, Executive Yuan at the central level; the municipal government in a directly-administered municipality; and the county (city) government in a county (city). 2. The terms used in this decree are defined as follows: 1. Rural community refers to non-urban land with a certain scale of settlements and its adjacent areas included for overall development needs, including indigenous areas. 2. Rural regeneration plan refers to a sustainable rural development and revitalization plan proposed by local organizations and groups within the rural community based on the needs of the community residents. 3. Rural regeneration development zone refers to an area where the competent authority of a directly-administered municipality or county (city) plans and submits a proposal to the central competent authority to implement land activation management according to the needs of rural development.
