To meet the continuous demands from various parts of the country for the establishment of water quality and quantity protection zones due to the Water Act, the Ministry of Economic Affairs followed the "Principles for Restricting Development Area Assistance, Feedback, and Compensation Handling" approved by the Executive Yuan on August 5, 2002, and implemented the spirit of "beneficiaries pay, restricted beneficiaries compensate". Under the principles of balancing revenue and expenditure and not increasing the national financial burden, amendments to certain articles of the Water Act were promoted. After being announced and implemented by the President on June 30, 2004, a water resource conservation and feedback fee was levied starting from January 1, 2006.The Water Quality and Quantity Protection Zone Special Account Utilization Committee is mainly responsible for managing the water resource conservation and feedback fees collected. These funds will be used exclusively for the infrastructure for water resource conservation and environmental ecology conservation, public welfare feedback for residents, and compensation for restricted land within the water quality and quantity protection zones.This dataset includes the past members and terms of the Water Quality and Quantity Protection Zone Special Account Utilization Committees since the 2007 fiscal year.
